Read your Employee Handbook. It should bring up to date you the procedure for file a grievance. You could jump to HR, but don't stir in that if you do not want admin to know what you are thinking. HR is administration.
Your direct inspector, your HR creature, and/or your boss's boss. It's also kind to enjoy a mentor at work who can serve as a sounding board to provide guidance for these issues.
If you are represented by a confederation, travel to the coalition representative.
Your HR (Human Resources) Dept will be capable of facilitate you.
